The One Who Watches, also known as the Watcher, is a huge sea creature, with telepathic abilities. She became known to the Hurosha Empire after her appearance in the seas surrounding Cuan, and later accepted "vassalage" under Empress Ryena.
There is a religion dedicated to the Watcher, called the Order of the Eyes, which has spread to several coastal regions. Little is known about the Order.
During the Sunset War the Watcher joined the defence of Grizzland, attempting to sink Captain Dreadlove's ship and devour him.
